Senate accepts blame for poor budget implementation

The Senate on Wednesday in Abuja accepted responsibility for the Federal Government's failure to implement the 2010 budget in full.

Senate President David Mark made this known while referring the 2011 budget proposals of N4.2 trillion to the Senate committees on Appropriation and Finance after it passed its second reading.
Mr Mark gave the committees two weeks to submit their report and he flayed members of the Senate for failing in their responsibilities to oversee the implementation of the 2010 budget to the letter.
He urged the senators to ensure that the 2011 budget was implemented to the fullest by taking their oversight responsibilities with the seriousness it deserves.
Mr Mark said: "We can no longer tolerate the situation where government parastatal agencies are generating revenue and spending it the way they want as if they are running a government of their own.
"We cannot have a government within a government,'' he said, adding that ``henceforth, all government expenditure must be approved by the National Assembly.
"And all the parastatal agencies, particularly those who supervise these parastatal agencies should make sure that their budget proposals are submitted on time,'' he said.
The Senate thereafter adjourned sitting to Jan. 18, 2011 to enable members to celebrate the Christmas and observe the New Year.
