Senate President, David Mark
The National Assembly on Tuesday handed the 1999 Constitution (second Alteration) to the 36 state Houses of Assembly.
The major provision in the second Alteration was to adjust the time frame for the conduct of elections to 150-30 days before the inauguration of a new government.
The development was to give legal backing to the request by the Independent National Electoral Commission to shift the dates for the 2011 poll from January to April.
Speaking at the presentation of the bill to speakers of state assemblies in Abuja, the President of the Senate, David Mark, said that the process for the second alteration would continue in spite of the court ruling.
He urged the speakers of the state assemblies to fast-track the consideration of the bill.
Mark noted that conducting public hearings was not necessary because the state assemblies had no powers to remove or add anything to the bill.
“You either approve or reject it; that is what you are required to do under Section 9 of the constitution,” Mark added.
