Electoral Act: Controversial bill passes second reading in House of Reps

The controversial amendments to the 2010 Electoral Act passed second reading at the House of Representatives on Tuesday.

Curiously, the members of the House did not debate the general principles of the bill as it is customary as they asked the Deputy Speaker, Alhaji Usman Nafada, to “put the question” for the bill to be read the second time.

Before then, one of the co-sponsors of the bill, Mr. Cyril Maduabum, told his colleagues at Tuesday’s plenary that there was no provision for ”right of first refusal or return ticket, whatever that means” in the bill.

Maduabum added that the major proposals had the purpose of deepening the ”internal democracy of political parties” and addressing the legal issues necessary before the amendments to the 1999 Constitution (First Alteration) would be completed.

The members, in a majority voice vote, endorsed the bill to be read a second time.
